Proposal for a Joint Rotary Discussion Session on Mental Health and Rehabilitation Regulation in Nepal
Proposed by: Rotary Club of Mount Everest
Location: Thapathali, Kathmandu
Proposed Format: Joint Rotary Session / Policy Dialogue
Background
Mental health challenges are increasingly affecting families across Nepal, particularly young households that are often unprepared to cope with complex psychological and behavioral conditions. The growing number of individuals requiring mental health support has led to a rapid expansion of rehabilitation centers and related services.
However, significant concerns remain regarding the regulatory framework governing these facilities. Weak implementation of existing policies, limited oversight, and insufficient legal clarity have created gaps in quality control and accountability. Families often struggle to identify trustworthy rehabilitation services, and there is uncertainty regarding the standards, licensing procedures, and monitoring responsibilities of such institutions.
Another critical issue is the shortage of trained human resources capable of managing complex mental health conditions. Professional capacity—ranging from psychiatrists and psychologists to trained rehabilitation staff—remains insufficient to meet the rising demand.
Purpose of the Joint Session
The Rotary Club of Mount Everest proposes organizing a joint session with other Rotary clubs in Kathmandu to discuss the regulatory, institutional, and human resource challenges surrounding mental health care and rehabilitation centers in Nepal.
The session aims to:
- Raise awareness among Rotary members about the growing mental health crisis affecting Nepali families.
- Examine existing government policies and regulatory mechanisms for rehabilitation centers.
- Identify gaps in the legal and administrative framework.
- Discuss the need for professional standards and capacity building in the mental health sector.
- Explore how Rotary clubs can contribute to advocacy, awareness, and policy dialogue.
Supporting Materials
A series of video materials documenting current developments and on-the-ground perspectives from Thapathali will be presented during the session. These videos will help illustrate the realities faced by families and service providers in the mental health sector.
Proposed Participants
- Representatives from Rotary clubs across Kathmandu Valley
