Nepal’s Digital Leap: Harnessing AI and Diaspora Synergy

  1. Executive Summary

Nepal is strategically positioned to build a globally competitive digital ecosystem. By mobilizing policy, infrastructure, and diaspora capital—anchored in AI and IT innovation—the nation is shifting from a history of labor migration to a future of digital export. With a population where 40% are under the age of 25, Nepal’s demographic dividend is its greatest asset. This paper outlines the strategic pillars for this transformation and provides a roadmap for the Nepalese diaspora to act as a critical catalyst.

  1. Market Momentum & Economic Indicators

The Information and Communications Technology (ICT) sector is no longer a peripheral industry; it is a core economic driver.

This is based on the most recent national accounts projections from the National Statistics Office/Nepal ICT data. The ICT sector’s value-added growth rate was estimated at ~4.8% in FY 2024/25, up from earlier years, indicating accelerating activity in software, digital services, internet, and related sub-segments.

IT Service Exports

The most current industry estimates (Feb 2026) indicate IT service exports have nearly **crossed $1 billion in 2025 — roughly doubling since 2022 (IIDS reported ~$515 M in 2022). These figures are based on industry leader estimates (from NAS-IT) applying current growth trends (20%+ annual growth).  Official third-party audited numbers for full 2025 exports are still pending publication, but multiple sources suggest exports are approaching the $900 M–$1B mark. ICT/IT exports continue to expand rapidly, driven by offshore software services, freelancing, and digital outsourcing, though the exact % growth YoY for 2024–25 hasn’t yet been published in a full report.

Graduates & Workforce

Nepal’s IT education pipeline remains strong, with an estimated ~50,000+ IT (and IT-related) graduates annually according to recent economic analyses.  Some industry reports suggest an increase in the number of tech graduates per year (est. 17,000 tech graduates yearly) as of recent industry estimates, reflecting growth in formal IT education.

Market Size & Industry Dynamics

Estimates by private sector analysts suggest the total value of Nepal’s IT industry could be around ~$1.5 billion, reflecting growth beyond export revenue alone.

The number of registered IT export firms has reportedly increased significantly (from ~106 in 2022 to 300+ today), suggesting both formalization and expansion of service capacity.  Freelancing & Global Engagement

There is a vibrant freelance ecosystem with tens of thousands of IT and ITeS freelancers serving international markets via digital platforms (IIDS data).  Nepal is actively positioning its IT/ITES sector on the global stage with participation in international conferences and outsourcing expos.

AI Adoption Verticals

  • Finance: Implementation of AI-based fraud detection and automated credit scoring.
  • Healthcare: Expansion of telemedicine and predictive analytics for rural diagnostics.
  • Agriculture: Use of "Smart Farming" tools and crop analytics to boost yield.
  • Disaster Management: AI-driven forecasting for climate resilience.
  1. Strategic Pillars for Transformation

Policy & Governance

The National AI Policy 2025 serves as the foundational framework. Key reforms include 100% Foreign Direct Investment is now permitted in the ICT sector. The minimum investment threshold has been waived for IT startups to encourage small-scale, high-impact innovation. Tax waivers on IT service exports and simplified registration via the Industrial Enterprise Act.

Digital Infrastructure

Nepal is investing in the physical backbone of the AI economy. A $29 million IFC-backed investment is currently expanding fiber-optic reach to rural hubs and leveraging Nepal’s hydropower surplus to establish Green Data Centers, providing low-cost, sustainable computing power.

  1. The Diaspora as a Strategic Partner

The Nepalese diaspora is moving beyond the "Remittance Model" toward a "Reinvestment Model." Global leaders from companies like Fusemachines, Leapfrog, and Hamro Patro etc provide the blueprint for success. Diaspora professionals are essential for bringing Silicon Valley and European standards to local startups and partnering with institutes like NAAMII and and universities  for localized AI research (e.g., NLP for low-resource Nepali languages). A structured mechanism for NRNs to provide early-stage capital and matched public-private grants designed for scalable tech infrastructure.

  1. Critical Challenges & Cybersecurity

While the potential is vast, Nepal faces significant "Digital Friction". The "Electronic Transaction Act" requires urgent updating to address AI-specific threats. There is a need for a national "Cybersecurity Act" to mandate data localization and establish a central Incident Response Body. There is a urgent requirement of creating local high-quality jobs is the only sustainable way to retain the 50,000 annual graduates.

  1. Call to Action:

To effectively engage with Nepal’s digital ecosystem, the following steps are recommended. Formation of  the Diaspora Innovation Council will help in high-level policy advocacy. Investment  in "AI for All" for target high-impact ventures in health, ed-tech, disaster and agriculture by funding and leading AI Centers of Excellence within Nepali universities to bridge the industry-academia gap.

Stakeholder like  MoCIT, Investment Board Nepal (IBN), NITC from goverrnment should collaborate with industries including NAS-IT, Robotics Association of Nepal (RAN), CNI, CAN etc. including Research institutions like NAAMII, Kathmandu University (KU), Tribhuvan University (IOE).

  1. Conclusion

Nepal is at a pivotal junction. By merging its youthful domestic energy with the expertise and capital of its global diaspora, the nation can transcend its geographical constraints. The goal is clear: to transform Nepal into a regional hub for ethical, inclusive, and sustainable AI innovation.
