This requires capacity Building & Partnerships by training of professionals in digital tools in collaboration with universities, private tech firms, and NGOs for remote populations, real-time data for decision-making.  Government agencies, development partners, and  institutions are urged to align strategies with DFN V2.0 and invest in building Nepal’s digital infrastructure. By integrating information technology, biotechnology, nanotechnology, and cognitive science, this revolution transcends traditional digital progress and positions data as the core asset linking human, physical, biological, and cyber domains. Converging Technology Impact Areas are AI-driven diagnostics and early childhood health, Precision agriculture, disaster prediction.  Empowering Premier academic Institutions

To accelerate the Digital Framework Nepal 2.0, public premiere institutions should be made resourceful through infrastructure investment, human capital development, governance reform, innovation & ecosystem activation. By establishing  globally competitive centers that not only address domestic needs but also contribute significantly to regional and international innovation landscapes. Nepal stands at a pivotal moment – poised between the path of innovation-driven progress and the constraints of our current limitations. Public premier  academies like  the Institute of Engineering (IOE), the Institute of Medicine (IOM), the Nepal Academy of Science and Technology (NAST), and similar institutions embody the talent and potential of our nation. Yet they have not been empowered to lead our scientific and technological leap. Declaring these institutions as “Institutions of National Importance” through a Special Act of Parliament, can catalyze Nepal’s transformation. 

Learning from India’s Visionary Model

Our neighbor India recognized early that a nation’s progress depends on premier institutes of learning. In fact, in 1946 the Sarkar Committee recommended creating world-class institutions (the IITs and IIMs) aligned with national development. These became engines of innovation, STEM leadership and global influence. Transformative benefits of National Recognition declaring the public premier  institutions as one of national importance is not mere symbolism; it unlocks concrete benefits that modernize and sustain excellence. Most importantly, it guarantees long-term funding and institutional autonomy. With national-importance status, these institutes could tap philanthropy and multilateral programs. Donors and sister institutions are far more willing to invest in a formally recognized national priority. 

The premier public institutions of Nepal can become research and development centers with collaboration with private sectors. With strong support, Nepali talents from all over Nepal (including rural areas) could access world-class education instead of migrating to other countries. By passing a Special Act for Institutions of National Importance, the nation can ignite a renaissance in Nepali education, research, and innovation. 

Reforming the Rural Telecommunications Development Fund (RTDF) 

Connectivity is not just about speed—it’s about meaningful inclusion. The Rural Telecom Development Fund (RTDF) board, managed by the Nepal Telecommunications Authority (NTA), was created to bridge the digital divide. However, it remains underutilized due to limited governance capacity and lack of transparency. To deliver on Digital Nepal Framework 2.0 . RTDF reform must prioritize transparency and local empowerment. NTA should be institutionally strengthened to oversee AI, 5G, cybersecurity, and rural connectivity. Community innovators, cooperatives, women, and indigenous youth must be empowered to co-create digital solutions for education, healthcare, tourism, agriculture industry and governance. 

Artificial Intelligence (AI), cybersecurity regulation, and data governance

Nepal’s draft IT & Cybersecurity Bill, which includes provisions related to Artificial Intelligence (AI), cybersecurity regulation, and data governance, is still under review as of July 2025 and has not yet been passed. The bill covers areas such as safe, transparent, and accountable use of AI, establishment of a Cybersecurity Centre of Excellence, regulation of cybersecurity services and digital infrastructure with data protection and privacy-related provisions. Nepal is already seeing growing AI adoption in sectors like healthcare, tourism, agriculture, and banking, but lacks clear legal safeguards. Global and regional partners are advancing AI and cybersecurity legislation, leaving Nepal at risk of regulatory lag.

Urgent Need for Responsible AI Adoption

There is an urgent need for AI adoption in Health Tourism and Agriculture Tourism (Agri-tourism) for critical growth sectors offering economic opportunities, rural revitalization, and improved health outcomes. However, these sectors face challenges related to data management, service quality, and operational efficiency. Artificial Intelligence (AI), if adopted responsibly, can address these gaps—enhancing competitiveness, ensuring quality, and boosting economic benefits. Delay in AI adoption risks lost opportunities, poor regulation, and widening global disparities. Health and Agri-tourism sectors are expanding rapidly but lack robust data systems and digital innovation. AI can improve quality, safety, traceability, and personalized experiences in both sectors. Without urgent action, Nepal and other emerging economies risk falling behind global competitors. AI adoption must be ethical, inclusive, and focused on enhancing—not replacing—human expertise. A proactive policy framework is critical to harness AI while safeguarding rights, quality, and sustainability. AI is urgent for Health Tourism Health Tourism involving individuals traveling for medical, wellness, and preventive care. Global competition is intensifying.

Prioritizing Rural Communities and Women in Nepal's AI-Driven Health Tourism and Agro-Tourism

Transition Nepal is embarking on a strategic transition toward integrated, AI-powered Health Tourism and Agro-Tourism, offering significant potential for economic growth, rural revitalization, and global competitiveness. However, without deliberate, inclusive policies, there is a risk that marginalized communities especially rural populations and women - may be excluded from the benefits of this transition. Nepal's Constitution guarantees gender equality, rural development, and the protection of marginalized groups. Aligning the AI-driven tourism transition with these commitments is critical for fostering equitable, sustainable development. Inclusive Policy Design should address formal inclusion of rural, indigenous, and women's groups in national AI, tourism, and development policy committees for the development of gender-responsive AI guidelines to address risks of bias, exclusion, and discrimination. Ethical AI and Data Governance should be addressed data privacy protections and anti-bias audits of AI tools including development of smart, women-friendly tourism infrastructure for alignment with Nepal's constitutional and international commitments on gender equality and inclusive development. Establishing a National Joint Policy Coordination Committee and reforming institutions like RTDF are key steps. 

AI Pilots should be accelerated in Health and Agri-Tourism launching targeted AI adoption programs with strong monitoring supporting collaborations between tourism operators, AI developers, and regulators. Data Infrastructure and Governance should be strengthened by developing secure, interoperable health and agricultural data platforms and enforcing ethical standards for data privacy and AI use. AI capacity can be built across stakeholders  and promote AI entrepreneurship focused on health and agro tourism innovations.

AI Use Cases  should be defined and Regulated by establishing clear guidelines for AI applications in health and Agri-tourism requiring independent evaluation of AI tools for safety, fairness, and effectiveness and ensuring equity and sustainability by prioritizing AI tools that support rural communities and small tourism operators, monitoring impacts to prevent digital divides and over-commercialization. Health Tourism and Agriculture Tourism can significantly boost Nepal’s economy and global standing. But without urgent, responsible AI adoption, these sectors risk falling behind. Proactive policies, robust data systems, and human-centered AI are essential to unlock innovation while protecting quality, safety, and sustainability.

Taskforce should be established with representation from women, rural communities, and indigenous groups mobilizing investment in rural digital connectivity and women-focused infrastructure encouraging partnership  with stakeholders to deliver skills and entrepreneurship support institutionalizing data governance and anti-bias mechanisms in AI tools.

International Partnerships

AOTS Japan (The Association for Overseas Technical Cooperation and Sustainable Partnerships) can play key role in contributing Nepal’s integrated health tourism, agro-tourism, and AI-driven development. AOTS can support Nepal's human resource development, regulatory capacity building, and AI-driven innovation in health and agro-tourism. AOTS Japan can accelerate this vision by facilitating regulatory capacity-building for ethical AI governance. AOTS can facilitate by offering short- and long-term fellowships for Nepalese policymakers, academia, and private sector leaders in Japan including supporting capacity building for regulatory authorities on ethical AI governance, international standards and supporting joint research and innovation projects focusing on AI for rural development. With AOTS Japan’s expertise and Nepal’s strong political will, the two countries can forge a strategic partnership to build a globally competitive, ethical, AI-assisted health and agro-tourism. Such cooperation will contribute to Nepal’s economic growth, job creation, and its emergence as a model for responsible, technology-enabled development in the Global South.
