Aligning Digital Nepal Framework 2.0 with Nepal's Agricultural Policy for Inclusive Economic Growth

Nepal's agriculture sector remains a cornerstone of the national economy, employing over 60% of the
population. However, productivity remains low due to limited technological integration, market access
challenges, and gaps in data-driven decision-making.

The Digital Nepal Framework 2.0 emphasizes digital transformation across key sectors, including agriculture,
to foster innovation, efficiency, and economic resilience. Aligning DNF 2.0 with Nepal's Agricultural Policy is
essential to modernize the sector and ensure rural communities benefit from digital progress.

Key Areas for Alignment
1. Digital Infrastructure for Rural Agriculture by expanding broadband and mobile connectivity to farming communities and promoting smart farming technologies (IoT, AI-based weather forecasting, precision agriculture).

2. Digital Market Access by developing online platforms for farmers to access markets, price information, and buyers supported by e-commerce for agri-products, including export-oriented goods.

3. Data-Driven Agricultural Policy by establishing centralized, interoperable databases on agricultural production, land use, and market trends using AI and data analytics to inform agricultural planning, subsidy targeting, and disaster response.

4. Capacity Building and Digital Literacy ny integrating digital literacy programs into agricultural extension services by supporting farmer cooperatives and youth in adopting digital tools for agriculture.

5. Research, Innovation & AI Integration encouraging collaboration between research institutions, universities, and agri-tech startups and exploring AI applications for crop disease detection, resource optimization, and predictive analytics.

Institutional Recommendations

Ministry of Agriculture and Livestock Development (MoALD) and Ministry of Communication and Information
Technology (MoCIT) should establish a Joint Digital Agriculture Taskforce by integration of agriculture-focused digital priorities into the DNF 2.0 Implementation Roadmap amd encouraging partnerships with private sector, academia, and development partners for technology transfer and innovation and leveraging the proposed National Joint Policy Coordination Committee (NJPCC) to ensure policy coherence.
