Recognizing “Institutions of National Importance”

Nepal Must Declare IOE, IOM, NAST, and Similar Entities as “Institutions of National Importance”. Nepal stands at a crucial juncture where science, technology, innovation, and human capital development must be prioritized to ensure long-term national progress. A proven model exists next door: India’s post-independence strategy of declaring select universities and research centers as Institutions of National Importance (INIs) through special Acts of Parliament.
Nepal should adopt a similar approach by granting INI status to key institutions such as the Institute of Engineering (IOE), Institute of Medicine (IOM), Nepal Academy of Science and Technology (NAST), and other comparable academic and research bodies.

Declaring these entities as INIs through a Special Act of Parliament would guarantee long-term, stable funding, free from political cycles and short-term budget constraints. This will provide institutional autonomy, allowing them to operate with academic and administrative independence. This will facilitate global faculty and research exchange programs, fostering international collaboration and elevating academic standards attracting philanthropic investments and international partnerships, critical for building world-class research and education ecosystems and strengthening research infrastructure, innovation hubs, and incubation centers, essential for nurturing scientific breakthroughs and entrepreneurship.

India’s INIs, such as the Indian Institutes of Technology (IITs), Indian Institutes of Management (IIMs), and All India Institutes of Medical Sciences (AIIMS), have become global symbols of excellence. They have produced world-class research and human capital, attracted international recognition and partnerships driven by innovation and economic development Nepal has the institutional foundations; it now requires the vision and political will to elevate them to this level.

Declaring IOE, IOM, NAST, and similar institutions as Institutions of National Importance is not merely symbolic — it is a strategic investment in Nepal’s future. It will empower the country to compete globally, retain talent, and build a resilient, knowledge-driven economy.
